In partnership with James Bersson established Bersson & Constantaras LLC in early 2016. Worldwide expertise and consulting services provided in engineering, construction, management, contracting, and environmental on military, civil works, and Humanitarian Assistance and grant projects.
Mr. Constantaras has over 40 years of experience designing and supervising major civil works and military design and construction projects in the Pacific and Asia, but also in the U.S., Europe, Middle East, and Africa. Throughout his career, he has been recognized for his contributions to engineering and the federal government.
As Chief, Engineering and Construction Division of the U.S Army Corps of Engineers, Japan Engineer District, Mr. Constantaras oversaw a $2B+ military design and construction program for all four services in Japan. In this role Mr. Constantaras solicited and selected best-qualified Architect-Engineering firms for award of multiple Indefinite Delivery Contracts for design services. He served as Source Selection Authority for the review of criteria and proposals and selected best-qualified contractors for a $249M Design-Bid-Build MATOC. Concurrently he reorganized E&C Division into separate Engineering and Construction Divisions to expand district design and construction capabilities.
Mr. Constantaras was selected to the Senior Executive Service in January 2008 and served as Regional Business Director of the South Pacific Division. He oversaw four operating districts to provide federal and military engineering support. Mr. Constantaras was designated the Dam and Levee Safety Officer for all Corps dams and levees in the region. He led the execution of major levee and dam studies, designs, and construction including construction of the Bureau of Reclamation/Corps Joint Federal Project for Folsom Dam and feasibility studies for Isabella Dam and other large at risk dams.
As Director, Programs Directorate, Trans-Atlantic Division, Baghdad, Iraq, Mr. Constantaras conducted several on-site dam safety inspections of the critically flawed Mosul Dam foundation. He prepared an Interim Risk Reduction Management Plan and proposed permanent solutions for management, design, and construction of the dam rehabilitation. He coordinated with and briefed the Iraqi Minister of Water Resources and US Embassy DCM. Concurrently, he planned and oversaw the drawdown of Corps presence in Iraq with the closing of the division and district offices and terminating or transferring all construction contracts to the Government of Iraq.
Mr. Constantaras earned his Master’s degree in civil engineering from the University of Nebraska and his bachelors in civil engineering from the University of Illinois. He belongs to the Society of American Military Engineers and the American Society of Civil Engineers and co-authored “Improving Irrigation in Sri Lanka, Continuing 2000 Years of Irrigation Development” for the World Environmental & Water Resources Congress.
Mr. Constantaras’ engineering expertise has been recognized through the US Army Engineer Association’s Bronze and Silver de Fleury Medals and also by the Meritorious Civilian Service Award and the Federal Employee of The Year, Pacific Ocean Division and Europe Division Awards.
